Nations meeting , on vacation in a European country for a stay of almost a month before returning to Cameroon.Leaving Yaoundé yesterday for an extraordinary summit of the CEMC in N'Djamena in Chad, Paul and Chantal Biya did not hang around in the late capital after the high mass of the Heads of State and Government of the member countries of the sub -Central African region.President Paul Biya, the first lady and the other members of the presidential suite returned to Yaoundé at the beginning of the afternoon of this Wednesday, November 1, 2017.As usual, the Head of State and his suite were warmly welcomed at the Yaoundé-Nsimalen international airport by personalities of the Republic and supporters of the successor of Ahmadou Ahidjo who has ruled the country for 35 years.Recall that the CEMAC high-level meeting held in Chad in a context of serious economic crisis in the Central African sub-region, was placed under the theme "Accelerated integration for an emerging CEMAC".FINAL Prime Minister, Representing the President of the Gabonese Republic.Also taking part, as observers, His ExcellencyMr. Ahmad ALLAM-MI, Secretary General of the Economic Community of Central African Commission, reported on the items on the agenda.In addition to the members of the Council of Ministers of UEAC and the Ministerial Committee of UMAC, participated in the work:the Vice-President of the extraordinary session of the Council of Ministers of the Economic Union of Central Africa (UEAC) and an extraordinary session of the Ministerial Committee of the Monetary Union of Central Africa (UMAC). , held in N'Djamena, respectively on October 29 and October 30, 2017.The solemn opening ceremony of the Conference was marked in turn by the word of welcome of the Mayor of N'Djamena, the speech of the President of the CEMAC Commission and the opening speech of His Excellency Idriss DEBY INO, President of the Republic of Chad, current President of CEMAC.During this opening ceremony, seven (7) personalities of the Community were decorated, including the six members of the outgoing team of the CEMAC Commission.These personalities were elevated and appointed to the various Dignities and Grades of CEMAC Orders.PROCEEDING to the examination of the items on its agenda, the Conference took note of the decision to fully open their borders, taken by the Member States pursuant to Additional Act No. 01/13/CEMAC- 070 U-CCE-SE of June 25, 2013 abolishing visas for all CEMAC nationals circulating in the community area.She welcomed these remarkable advances in the area of ​​free movement.In order to support the implementation of this measure, it decided to authorize the BDEAC to deduct from the resources of the Community Development Fund (FODEC), the amount of 1.7 billion CFA francs for the payment of the balance due to INTERPOL for securing CEMAC borders.It also instructed the CEMAC Commission to take all measures for the creation of secure border posts, in order to reserve the exclusive benefit of free movement to Community nationals.In addition, the Conference urged Member States, which have not yet produced their CEMAC passport, to do so as soon as possible.ADDRESSING the question of the financing of the Community and with regard to the level of arrears accumulated by the Member States in respect of the Community Integration Tax (TCI), the Conference decided to cancel the mass of arrears up to 90% , in order to start on new bases.It invited Member States to settle the differential of these arrears before the end of the year.Finally, the Conference urged Member States to restore, without conditions, to fully apply the mechanism of liquidation and recovery of the proceeds of the TCI.ON THE SUBJECT of the swearing in of new members of the CEMAC Commission, the Conference set the date for the ceremony on November 2, 2017.CONTINUING its work by examining common policies, the Conference adopted the Energy Policy for Central Africa by 2035. Covering the ECCAS area, this policy aims to provide the sub-region with reliable energy infrastructure, efficient and capable of ensuring its physical integration.In terms of transport, the Conference adopted the Community Policy for Transport in Central Africa by 2035. This Policy aims to "Ensure the fluidity of trade in goods and the mobility of people between the countries of Central Africa , through a transport policy covering all modes and all components of the transport system for the sustainable economic and social development of the region”.In this regard, the Conference decided to set up an ad hoc Committee of Ministers in charge of transport, in order to examine the methods of support for national airlines in the sub-region.ON monetary, banking and financial issues, the Conference followed with particular interest the communication of the Governor of the BEAC, presenting in particular the nature of the measures implemented by the Issuing Institute, to deal with the weak economic situation. favorable.She welcomed the gradual improvement in the foreign exchange reserve situation and encouraged stakeholders to continue efforts.It recommended that States and banks do everything possible to strengthen the resilience of economies through greater diversification, encourage banking, promote credit to the economy and ensure the repatriation of export earnings.Finally, she invited the States to continue negotiations with the IMF, with a view to and that of the regional Stock Exchange in Douala.It appointed the Bank of Central African States (BEAC) as central depositary.The Conference recommended to the States to observe the greatest caution in the application of the instruments of the common CEMAC trade policy, namely the Common External Tariff (TEC) and the Generalized Preferential Tariff (TPG), with a view to preserving the internal cohesion to maintain and improve the regional integration process in Central Africa.The Conference expressed its full solidarity with the Republic of Chad, in view of the decision of the United States to prohibit the entry into their territory of nationals of this brotherly country.It calls for dialogue with a view to the lifting of this measure by the American government.At the end of their work, the Heads of State and Government expressed their warmest congratulations to the new heads of community structures, in particular Professor Daniel ONA ONDO and Mrs FATIMA HARAM ACYL, for their
